В новых обновках хрома и лисы, очень многие файлообменники помечены как разносчики заразы. поэтому не даёт оттуда качать.
в настройках браузера отключите Блокировать сайты подозреваемые в атаках (лиса) и в хроме : Включить защиту от фишинга и вредоносного ПО
После этого всё нормально скачается. повторюсь - это блокируют сайты а не сами файлы.

Тоже скачал файл, прогнал тоталвирус чисто. Можно и не отключать не чего, файл скачивается, просто потом выходит надпись на файле что заблокирован. Просто клацаем мышкой контекстное меню на скачанном файле, выбираем разблокировать и файл благополучно появляется в папке сохранений.
